PROPOSED REGULATIONS. MOTORISTS' RECOMMENDATIONS. The quarterly nieetiug oL tho south Island Motor Union, which was hoM yesterday, devoted several hours to the consideration of the draft regulations of the Motor Vehicles Act, which were forwarded by the Department of Internal Affairs for approval or suggestions. The dnut copy was received enly yesterday and the Department requested that" it should be returned, with any suggested amendments, by Monday. The regulations are to Ik 1 made by Order-in-Cauitcil imder the wide powers which have been reserved to tho .Minister under ti|e Act. The draft copy comprises fourteen pages of type-sonpt, including 'Specimens ot application forms and license discs, and calls for the recording in minute detail a description of a private owner's ear. Identification marks, lighting, registration, licensing, change of ownership, register of licenses are some of the subjects dealt with in the regulations. The Union delegates expressed approval of a number of the proposed regulations, but others they criticised freely. It was decided to protest against the proposal to frost the upper half of headlights to nullify glare, on tho grounds that the practice was useless. It was agreed to suggest that tho compulsory adjustment of the focus of headlights should be adopted on the lines of the Oalifornian system, which had been declared by motoring bodies' to be the-'best method of nullifying glare. "With regard to the proposal to enforce the purchase of new number plates, the Union decided to recommend to the Minister that in cases where the existing plates were adequate, the chauge should not be enforced. _ Another of tho Union's recommendations was to the effect that provision should bo made fpr notifying the change of n,n address of a car pwner.
