Japan is "willing to send delegates to another Washington Conference, according to :x statement issued by th© Foreign Office to-day. A majority of Japanese experts bt& agreed, however, that further concessions in. the matter of navail reduction, or change in the number o£ auxiliary craft and fterc-plan.es, is unlikely, owing to popular sentiment against any American proposals, caused by the Immigration Act, and the American Defence Day and coming naval manoeuvres at Hawaii.
