The "North China Daily News" reports that General Wu Pci-fu instructed his representative at Tientsin to open negotiations with General Feng Yn Hsiang and General Chang TaoLin. Tho basis of discussion proposed by Wu Pei-Fu is that Chang Tso-Liu should withdraw to Manchuria and acknowledge the authority of the Cent/rat Government, and that Till parties should agree to return to the status quo. A communique from Mukden reports the complete occupation of IShan-hni-kwan, Chin-wang-toa and Pei-tacho, and tlie capture of thirty thousand Chihlites and a hundred guns.
