Generals Lu and Ho Peug-lui boarded a steamer early in the morning and sailed for Nagadaui, Japan. The troops on the Hwangtu-Liuho front already are beginning to surrender, and the Kiang-su forces have occupied Nansiang. 11 miles west of Shanghai, where the defenders joined them. French and other foreign volunteers in .Shanghai are fully mobilised, and naval and marine units are all at their stations. Evory precaution has been made to cope with any development. It is, however, confidently believed that as the war is ending through the defection of generals and troops, and not through defaat, there is not any danger to the foreign settlements.
