CANADIAN LEGISLATIVE CHAMBERS. AMENDMENT TO CONSTJTIK TION PROPOSED, (BY cable—psess association— copybigxt) (AUSTRALIAN ANB K.Z. 04BLE ASSOCIATION.) (Eeceived October 2nd, 9.d0 p.m.) OTTAWA, October 1. The Premier (Mr Mackenzie King), speaking at Fort William, Ontario, said Bill? considered to be for the public benefit were passed by the Dominion House of Commons, only to be ruthlessly rejected by the Upper House. The situation was such that, in the interests of democratic government, "we are justified in saying we ivill introduce legislation (similar to that Introduced in Britain some years ago) to have the Constitution amended so that a measure which has been twice supported by the Commons shall not be defeated by the Senate on a third occasion, if brought before Parliament."
[Under the Parliament Act of 1911, a measure which has been passed by the British House of Commons in three successive sessions (being twice rejected by the Lords) may be presented for the Boyal assent without having been passed by the House of Lords ; so long as two years have elapsed between the time of the second reading in the first ,and third of the three successive sessions in which the Commons have passed the Bill. The Canadian Senate is a nominated assembly, whose members hold office for life.]
