LONDON, September 21.

The Berlin correspondent of "The Times," discussing Germany's entry into the League of Nations, Bays thn Government's position is difficult. Tho Socialists are carrying out extensive propaganda urging the Government immediately to apply for admission, while tho Nationalists threaten the Government with the severest obstruction if it applies without formally notifying tho Allies of repudiation of war guilt, or securing that tho League takes over from the Allies the military control of Germany. Neither condition is likely at present. Therefore, there is little prospect of Germany's immediate admission to the League. LONDON, September 21.

Tho Geneva correspondent of tho '< Observer' * Btates that approaches were made to tho Fronch delegation on behalf of Germany to ascertain if Franco will oppose Germany having a permanent seat on tho Council of the League after her admission, He learns that France will not object.
