CHILDREN'S COURTS.
(PRESS association telegbam.) WELLINGTON, September 16. Ecplying to a deputation from the Women's Branch of the New Zealand Labour Party, the Minister of Justice (the Hon. C. J. Parr) said legislation was being drafted providing for children's courts and general protection of the interests of juveniles who commit crimes. Mr Parr said the ordinary judicial tribunal was not at all suited to deal with children's offences. He hoped to be able to introduce a Bill this session. The children's courts would be presided over by specially appointed magistrates, and would be held at juvenile homes or receiving homes. There would be no publication of the proceedings. The policy of the Justice Department nowadays was a policy of mercy rather than of probation. He proposed to appoint child welfare officers in connexion with the Juvenile Courts, some of them women.
