JULY CONFERENCE. ALLIES TO MEET IN LONDON. GERMANY AND THE DAWES REPORT. (B* CAM.*—»*SS AMOCIiTIO*—COfTKOHT.) (BEDTtB'S TELEORAMS.) LONDON, Juno 23. I« the House of Commons, replying to Mr Baldwin, Mr Mac Donald said the purpose of his interview with M. Horiiot wis to discuss the technical arrangements necessary to put the Exerts' Report into operation, and certain matters in which the AngloFrench co-operation seemed desirabu in order to promote security aud peaeff in Euro no. Tluu must not be taken to mean that it was intended to make any exclusive arrangements between cjiy two I oners. The discussion would bo reported to the Premiers of Selgium and Italy, both M. Horriot and himself being anxious that no decision should be presented to tlioso countries as already taken. The talk was a prelirainitry to the inter-Allied conference in London, probably on July lGth. Replying to Mr Lloyd George, Mr MacDwnald said it was most desirable that America should bo represented at the conference. A communication to that effect would be nwde to America immediately. The representation of Germany was discussed. Obviously aa inter-Allied agreement was first essential in regard to what they were prepared to do to give effect to tho report. It was felt that the report imposed certain obligations on Germany somewhat outside the obligations of tha Treaty of Versailles. The question remaining for consultation with Belgium and Italy was how l>est they could make Germany & witting partner in sharing thess obligations. The business of the conference would be the Dawes Report.
He also hoped to arrange other outstanding Anglo-French matters. In reply to other questions, Mr MaoDonald said the question of ihe Allies* shares of payments from Germany wmM certainly not be reopened. He g*T® an assurance that the Dominion# would be completely consulted so that might feel that they were partners with the Government in everything the Government did. Ho emphasised that in settling tho QMS* tion of putting the Dawes Report into oporation, the Government would take v no responsibility that Britain or tho Da*., minions wduld be mulcted in seeing it carried out.
