COUNTY COUNCILS.

SPRINGS. The annual and ..ordinary meetings of the Springs County Council were* held fti Springston on Thursday,, when there present—Cre. A. Thompson (chairman), K. Yarr, C. H. "Watson, E. H- Rowell, J. S. Simpson, and J. H. Williams. ; Cr. Thompson was. again, Tjnandmously elected chairman and- last year's committees were re-ar/pointed. The Council expressed its sympathy with tho Hon Sir Heaton Rhodes m his illness, and expressed the- hope that he would soon be fully restored to health. ■ - Cr. Rowell- stated that many complaints were being made concerning stray ssttle on the roads. He had noticed a man .cleaning a drain and four cows following up' behind treading the- bank in again. The chairman said it was very difficult to deal 'with tho nuisance. It was decided to ask the ranker to submit a report on the matter to the Council. , The chairman and Cr. Simpson were deputed to attend the Hospital Board and Local. Bodies' Conference. ■ Mr •L. Harris, chairman of the lifntukarara School Committee, wrote asking the Council to sell to the committeo some shingle the Council had at Motukarara. The request was granted, the metal to be sold at coat price, owing to the purpose for which it was required, but this yas not to be taken as a • precedent by private persona or firms. ' Tho chairman reported having attended a conference in regard to Counties' by-laws, the meeting' having deoided that nothing oould be done until the Highways Board bylaws were framed. Jbt. Telford, Medical Officer of Health, sent a detailed statement of improvements required to be made to a house at Greenpark. ' It was decided that notice should be served. •■' ~ • The surveyor advocated that the Council should apply for a Government grant for metalling Park and Ridge roads at Motukarara. ~ ,_ . On the motion of Cr. Yarr, it was decided to apply for a grant of the Public Works Department and agree to a light coat of metal •being placed on the. two Notice was received that the Hospital and Charitable Aid leyy for the, current year would be &V2& 16s 6d. This was slightly less than last year's levy. * The estimates for the ' year were presented by the clerk and approved. . Difficulty had been experienced in gcttinß- men- to do various road and drain jobs.- Some- of the drain .cleaning had been delayed through property owners failing to cut back their fences. Cr. Rowell also mentioned that the electric lights on tho roads at Springston and it Day's, road ' wore not very satisfactory. Improved lights and shades were needed. The clork was instructed to' write to the Electric Power Board on the Subject. " ' Cr. It was decided that a poll of ratepayers of the North Riding be taken with a view to raising a loan for building bridges over Tobjn's and Grab's road fords., . The representatives of. a. certain estate made application for the remission of 'rates and penalty. . The Council decided'that the rates and penalty must be paid within fourteen dnya, otherwise-proceedings; would be instituted, to recover same. v The Council resolved that only in cases of extreme.distress could payment of rates be accepted in instalment*.
