Be following by-law under the Government Railways Act has been gazetteJ—Friiit, vegetables, fish, meat, and wntofc-aad other perishable articles, shall be carried only at the risk of the eoniignor. Any such goods, (a) if not taken away within six hours after arrira|at a station to which they are eonsigsed, or (b) insufficiently addressed, or k) not delivered in consequence of li 0( or strike, or other labour disturbance may be forthwith sold by auction ot ' otherwise, without notica to the setder or consignee, and payment or •ender of the net proceeds of any such isle/ aftef deduction- of freight eliarges and expenses, shall be equiviJent to delivery. Enquiries were made whether tne k-law has any reference to the present situation in. the Kailway Service. Tho Official of the Department to whom the' matter' was referred was not prepared to say whether this, was the case or not. The by-law; he said, had been drafted in order to safeguard the Department's rights and protect the interests of its customers. Sometimes perißhable goods were left on the Department's hands, and iii such cases the Department thought it justified in soiling them-in the interests of the owners. The by-law was intended to make'the-position clear and obviate disputes in case it became necessary to sell goods in the circumstances set out.

Tiie railwaymen resolved: "That this large"and representative meeting of Second Ditjision employees express its intefie resentment''at the action of the Deportment, in adopting the questionable methods of propaganda and circulating the same in the form of official ljamphlets of a misleading character, and in which political issues are raised. Suchaction can only serve to prove the weakness of the Department's case. The revulsion of feeling engendered by the issue at. the hands of the official "brass hats" of the" said pamphlet can °nly react to the advantage of our organisation. The time has long passed when members proved susceptible to this-form .of official bluff, and such methods, are now offensive and intolerable among workers. The issues raised by the Department are euuy controverted, and we have every confidence in- the executive's ability to » ml with them.
