ADMINISTRATIVE POLICY. (SBXSS ASSOCIATION TEX,EG*>-M.) AUCKLAND, December 6. The Administrator of Samoa, General Richardson, arrive! here to-night, and Sir Francis Bell is here to confer with him on matters or' policy, and of the developmental administration of the mandated territory. Sir Francis Bell said finance' was the principal difficulty. "It is giving us some trouble," he said, "due to the conditions affecting the production and marketing of cocoa and copra. Then consideration must bo given to the question of the development of tho Crown estates, the former German plantations. Matters concerning trade anil shipping services will also be discussed. The latter subject is to receive the attention of Sir Maui Pomare, Minister in Charge of the Cook Islands." General Richardson returns on Tuesday.
