To this the secretary had replied stating that if the Council's request tor copies of the centre's minutes had been complied with at tho time it was made, the whole matter could speedily have been adjusted. It was resolved that Mr Fernandez's explanation bo 1 accepted. The secretary reported that he had written to the secretary of the International Swimming Federation pointing out that the late receipt of notice of business to be transacted at meetings of the Federation resulted in the Association being practically disfranchised. In respect to clubs holding carnivals without a permit from the Centre, the Canterbury Centre wrote asking that the Council should review its previous ruling, on tlie ground that the letter which the Centre had sent on that occasion did correctly ex- , press the intention of the Centre. The i Centre quoted examples cf what had occurred during the past season, when clubs j had conducted carnivals which were called ■ club carnivals, but at which other clubs had decided races for their respective members. Two oi such carnivals had taken place on dates when authorised inter-club carnivals were being held. The Centre considered that carnivals of the type stated were not c'ub carnivals and should'be subject to permit from the Centre.
