Lord Derby, Secretary of Stat© for War, speaking at the prise-giving at Bisley, said it was something to have reached bedrock in Army redaction. The margin of safety, considering Britain's commitments, was exceedingly small. The Army to-day must be' as highly trained aa the Expeditionary Force was when the war broke owt.
