The Duke ci York opened tie International Navigation Congress, at which twenty-six foreign Government*, including Russia, arc represented". There aro also delegates lepreseutiug tho Irish Freo State, India, South Africa, Canada, Now Zealand,* the League of Nations, tho Danube and Rhino Commissions, and tho Suca Canal Company.
•Tho "Morning Post" of May . 12th said: Tne International Association oi Navigation Congresses will meet m London under the patronage of tho lving, on July 2nd. A similar Congress has not taken place in this country since 1890. The subjects to bo discussed include, so far as inland navigation is concerned, the utilisation of waterways for tho production of power and tho* dispositions or arrangements to be adopted for locks, elevators, inclined planes, and other means of overcoming differences of level with a view to facilitating the operations. Regarding ocean navigation, the conference will discuss such questions as the accommodation to be provided for ships in connexion with tho construction of new works at ports in order to satisfy the future dimensions of ships; types of work for berthing ships of great draught) in tidal seas; promems of equipment for loading and unloading, liquid fuel, the utilisation of tides for tho production of power for the working and lighting of ports, and for maritime works, ana questions of signalling. This conference consists of leading shirfbuilders, canal, waterway, and dock engineers, and maritime experts of tho world, and it is expected that representatives from the Governments of all the following countries will attend :— *
Argentine, Belgium, Brazil. India, ffanaua, Chile, China, Australia, Denmark, France-, Italy, Japan,- Netherlands, New Zealand, "Norway, Portugal, Roumania, Spain, Sweden, Switzerland, South Africa, the United States, and Uruguay. Lord Desborough ia the President of the Conference.
