A memorandum presented to the Council of the League of Nations by the inhabitants of the Saar Valley asserts that the intolerable acts of the present . governing commis6ion have brought about an impossible state of affairs, and the present Commission has lost the respect and confidence of the people, "owing to its narrow-minded-ness, its disregard for the people's rights, its lack of understanding of the people's' needs, and its misuse of power."

The Council of the League of Nations has decided to hold an enquiry into the Saar Valley administration. The members of the Saar Commission will therefore be summoned before the Council.
