Signor Mussolini's proposed electoral reforms, consist of converting Italy intoone large electorate instead of the present divisions. Signor Mussolini hopeß ; to eliminate local questions, but critics of the scheme consider that few would vote for a huge list of candidates mostly unknown to them, and that it would ultimately result in the Government nominating a majority, and the other parties nominating minorities. '
