UNREST ABROAD.
SYDNEY BUSINESS MAN'S IMPKESSIONS. After having travelled in the principal countries of the world, Mr G. H. Harris, director of Messrs Antnony Hordern and Sons, has returned to Svdney convinced tnat Australia is the btst place to live in. There is some unrest in Australia, he says, but it is nothing to the .condition ot affairs he found in mcot of the countries he visited. '•without being an alarmist or a pessimist," said ->xr Harris, '1 must aay i have fears ior tne Outcome 01 the u~i«st in India, -agypt, Jfaieswue, and Onina. Hie people m these countries are not peacefully inclined. Gonditions in japan aro not so bad, because the rule of the Jlikaao is geuera.ly satisfactory, but in China the condition of affairs can only be described as in a state approaching chaos. The Chinese Parliament is quite unable to enforce its jaws, and there is no possibility of carrying out the wishes of the .Ministry. The financial position is deniable. As for foreign trade, there is no security for any agreement. A contract may te flagrantly dishonoured, and there is no Court to take the man to, no Court which can compel mm to take any notice of its finding." Mr Harris, speaking of Germany, said the country gave one an idea'flf siperfilial prosperity, but while there was no likelihood of any revolution, it was manifest that something was wrong with the economic state of the country. There was a spirit of hopelessness regarding the future. The position now was that Austria was actuary bankrupt, Germany was practically so, and France had spent so much in restoration that she was little better off. The only way out was for America, the wealthiest country in the world, to come to the rescue by the cancellation of at least some of the debts. Mr Harris holds the view that Prohibition has come to stay in America. It is being; badly enforced, he says, but generally the effect is good.
