The "Matin" learns on reliable authority that Herr von Killing, President of the Bavarian Council, has refused to \iga an apology to the Allies. Von Killing states that the Reich, will give v the Allies the required moral satisfaction, but tho Berlin Government is disinclined to have tl»e financial aspect of the matter settled by the League of Nations.' He points out that the commune of Ingoldstadt cannot be helrt responsible, since the incident complained of ocourred outside tho town.
