MEXICO RESENTFUL.
AMERICAN ' 'INTEBrERENCE. *' VANCOUVER, November 18. Tlie South American Republics are being informed by Mexico that it resents any censoring of its legislation by the United States or other Powers, says a message from Mexico City. President Obre's statement to this effect obtained a virtual vote of confidence in the Chamber. It followed the Deputies' debate on a communication from the United States Charge d'Affaires, Mr Summerlin, to the Mexican Foreign Secretary, declaring that a .proposed Mexican petroleum law was inadequate to protect the rights or North American investors. The newspapers treat the message as the most sensational news for months. A Washington message declares that the charge that the United States interfered in Mexican legislation is not substantiated by the facts. The State Department announces that the United States' views were communicated only after the Mexican Government had intimated that comment would be welcomed. Tli© announcement adds that it is to be hoped, in the interest of the friendship between Mexico and the United States, that a way to protect investors against confiscation -will be found.
