AKAROA-WAINUI ROAD BOARD. At the monthly meeting of the Akaroa Wainui Road, Board, there were present Messrs S. J. Vogan (in the chair), W. n. Moore, J. Haywurd, and A. "it. Haylock. Messrs Mearea, Williams, and Holmes wrote in answer to tho Board's request for a legal opinion, stating that, • by paying the charge of driving to the nearest pound, an oner o£ straying stock cou.d have the cattle delivered over to hiin, but this would not relieve him of liability for fines, etc., for having stock at large. The owner, moreover, was liable for driving as well a3 for poundage fees. The charges were laid down at Is per head per mile to nearest pound for driving up to 20 head, and 6d per'head for over that number. Messrs Meares, Williams, and Holmes r.lao forwarded an opinion on certain clauses ot the Noxious Weeds Act. An inspector had the right to order an occupier to clear noxious weeds off his land; failing his doing ao, the work would be done at his expense. It was stated thjat the inspector did not visit the outer bays very often, and it was there where the trouble was most in evidence. 'ihe Prime Minister wrote stating that he waa making enquiries from the Minister of ouatouis regarding the imposition of a duty on imported cocksfoot seed. He would forward information when it was available. The Canterbury Progress League wrote stating that a special committee was enquiring into the province's railway lines, and was co.lectmg information thereon at first hand. Local "bodies would be advised later of the results of the enquiries. The financial report showed —Receipts £25 9s Id, accounts presented £52 9s 2d; dr. balance Bank New Zealand £519 13s 9d, dr. balance, loan account £sl 10s. Mr J. L. Davis, District Surveyor, waited on the Board to discuss certain matters in connexion with the proposed improvements to toney Bay Road, Akaroa. It was decided that the gTade be made 1 in 8 where the surveyor stated it could be done, and Messrs Moore, Haylock, and Hayward were deputed to inspect a portion of the road again to see if the pinches, 1 in 5, could be avoided. In connexion with a letter from Mr J. J. Brocherie dealing with the Rrench Farm road, 30 chains of which were not metalled, and a good deal of which required re-metal-ling, action was deferred pending anothor inspection. On Mr Hayward's motion it n« decided to metal the whole of Mr C. R. Moore's road on condition that he agreed to pay the difference if the amount allowed for in the loan proposals was exceeded. The State Advances Department notified the Board that it was hoped to remit the first instalment of loon moneys within a week.
