BOROUGH COUNCILS

NEW BRIGHTON. The New Brighton Borough Council met lost night. Present—The Mayor (Ift j Gamble), and Crs. F. Sincock, J. Buiton' J. Scott, A. Hulme, E. Longford, F. Ward' arid J. w. BissaU. 1 A motion of sympathy with Cr. VT. Bellamy in his illness was carried. A resolution was passed conveying tha aympathy of the Mayor and Councillors to Uti Marsden in the death of her husband. The Mayor stated that Mr Toogood, cMI engineer, had reported that the proposed bridge over the river would cost a good less than was at first anticipated.

The following: members were recommended bv the Surf Club as beach inspectors for tha current year:—Messrs T. G. Fox, J. S. Tabart, C. A. Cooper, A. L. Tucker, H. S. Feast, 0. Bryant, T. G. Fox, B. S. Knox A. M. Chivers, E. W. Clarkson, R. Campbell, J. Broome, F. C. Fantham, T. D Stokes, H. Throp. F. Young, W. McGee, and A. E. Summerfield. The names wero approred, and tho matter of swearing in the inspectors was left J Q the hands of the Mayor.

Mr H. A. Glasson's complaint of tho bad condition of Briugo street was referred to the Works Committee.

Permission was granted the Ponsonby Boy Brass Band to give a concert on th« rotunda on January 4th.

Mr A. W. Jones asked that the removal of sand at the back of his shops in Bowhill road be proceeded with at once. Mr L. Harper was granted permission to run a side-show on tho Esplanade for seven days at a fee of £3 3s.

Correspondence from Mr H. Wont regarding the sewage farm was received, and permission granted Mr Went to interview the Council on the matter.

A letter from the Heathcote County Council regarding tho proposed heavy trafflo bylaw was referred to the Works Committee The Works Committee -eoimmended that the offer of a supply of distilled tar at IOJd per gallon, delivered at Christchurch ha accepted; that Mr Scarrtdl be thanked for his offer of a connexion from his deep well in Bowhill road for use in cose of Are; that the team and channel gang po {o Beattv street as soon as the work in Fleming street is completed; that the action of the chairman of the Fire Prevention Committee in having an extra door Inn It at the fire station be endorsed:, that plans and estimates be obtained for the erection of a horse trough in Estuary road; that the chairman of the Fire Prevention Committee carry out any modifications necessary in regard to the fira syren; that a, notice board be erected at the -V est end of Sea Vie* road, notifying the prohibition of heavy traffic along that thoroughfare; tirnt a manuka barrioaWbe erected on the Esplanade at th« end of Bowhill road, and that the fences around the enclosures at North Brighton be repaired. The recommendation* weor« adopted. The Fire Prevention Committee recommended that the tender of J. T. Bisman for the supply of uniforms at £B2 0s 6d be accepted; that tho matter of tha supply of boots be left in the hands of the chairman and town clerk.

The recommendations were adopted. The By-laws Committee reported that 140 building permits had iwen granted to data, having an aggregate value of £42,918.

RIGOABTON. The Riccarton Borough Council met lwt night. Present—The Mayor (Mir A. D. Foul) and Crs. G. A. Rankin, A. £>. Steere, A. F. Fisher, T. M. Ford, T. Snell, J. Muanings, W. C. W. Charters, and H. W. Wise. The Electricity Committee reported that four new consumers had been connected to the electricity supply. A street lamp in Irvine street had been shifted a span nearer the railway crossing, and sixteen street lamps had been replaced. The financial statement showed that rates outstanding for 1921-22 amounted to JB6 Bank balances were: —District fund account dr £1472 19s 2d, sinking funds or. £1378 7s Id. Receipts amounted to £728 16s Bd, and expenditure to £628 4s 2d. The reports were adopted. A deputation, oonsisting of M«ssw RCrosbie (N.Z. Loan and Mercantile Co.), H; B. Mac Donald (Pyne, Gould, Guinness, Ltd.), W. F. "Watson (Matsan and Co.), and Melville. Bruoe (Dalgety and Co.), was received from the Chrittohurch Woolbrokers' Association. Mr Crosbie said the borough by-law whioh barred sheep from being driven away from the Aldington yards until alter 4 o'clock was very hard stock drivers, and sheep. If the stock oould be got on to the road at 2 o'clock it would be a great advantage, as tlie &Heep could t© paddocVed instead of being* left in the yards all night., The Association did not want the regulations regarding cattle altered. Mr Mac Donald also spoke. t The Mayor said tho matter would reoetre consideration. _ ' The question was referred to the By-laws Committee to report to next meeting. The City Council advised in regard to » request that the street lighting in Riccarton avenue should 'be changed from the present ■bracket system to span that the general manager of the electricity department had reported on the subject. He stated:—"The cost of complying with the borough's request will be about £5 a lamp, a total of £6O. In view of the fact that the lamps nearing the end of their useful life) are still good for some further service, I recommend, that the lighting be allowed to remain as it., is until i becomes necessary to replace the present equipment, and' the question of using brackets or span lamps can then be oonsldeied. The letter was'received. The. secretary of the General Post Office advised that, in accordance with the Council's request, the combinedl post and telegraph office to he opened in Riccarton district would be designated mstead of "Lower Ricoaxton," M at first proA. E. Armstrong, seoretaiy 'of the Wallcer Tank Committee, wrote noticing tne Council of the unsatisfactory condition ol the drain which ran under the footpath in Mrindeville street at the Walker Settlement. The drain, he stated, was continually getting* blocked, and when in that oondition it was a menace to the ptoblio health. The footpath was oontinually falling in. It was decided to ask a deputation from the committee to wait on the Woius Cymmittee of the Council in Tegard to the matter. TJie Canterbury Progress League wrote drawing attention to the faot that the Cariterbury District Railway Committee had been brought into existence for the purpose of assisting the Railway Department in the smooth • and efficient administration of the railway system in Canterbury. v Cr. Wise said he thought that arrangements other than the flag and green "gat should be made for the safeguarding of traffic going over railway crossings. An automatio electrio bell should be installed at every crossing. Cr. Charters upheld the proposal, and said that, as far as he had been able to find out, the flag and lamp were only for the benefit of the engine-driver, and no measures were taken to signal to the traffic. Cr. Steere referred to the danger of the Middleton crossing, and moved that the Railway Committee should be reoommended to install bells on the crossings in the vicinity. The motion was carried.

The Chrietchurch Tramway Board wrote with a. view to securing exemption from tf>° heavy traffic by-laws of all vehicles belonging to local authorities. * The letter was received.
