The Russians are awaiting Moscow's reply to the Allied Note in refusing to admit Russia to the Conference for the whole of its work. Owing to the sub-committee's refusal to accept the Turkish view regarding sovereignty over the Aogean Islands, the Turks declared 'that they could only remain on the sub-committeo as observers.
