Stewart| speaking at the Canadian Club, Montreal, made an important announcement regarding the Government 's impending immigration planß, and asked for the support of financial interests for these proposals. He said the first step would be to cpmb the western part of the United States with an intensive advertising campaign to attract tenant farmers who were now paying rent seven to ten, times greater than they would pay in Canada. ' A second publicity campaign would be conducted in Great Britain and iertain countries of Northern Europe whose nationals it was considered would make excellent immigrants. An effort would be made to secure farmers with funds, but tenant farmers would also be encouraged to come. Large Canadian landowners in the West would be asked to release part of their holdings for tilling on a tenant co-operation basis.
