Signer Mussolini, addressing the Senate, said he would continue his energetic policy of pacification. He had been offered a dictatorship, which he had refused. All personal freedom would be respected, but forty eooundrels would! not be allowed to rule the ftappineas of 40,000,000 citizens. He would retain the Foreign Affairs portfolio. His foreign policy would not be adventurous, but it would not be one ot sacrifice. He had made the Allies understand that Italy, though pacific, abounded with energy, and would not forego results which might be obtained °* ™> rtrength of her arms. , e nate unanimously passed a vote of confidence in him.
