Dr. Hermes, Minister of Finance, conferring with the Reparation Commission, contended that coal was part and parcel of tho reparations problem. Between July and September, Germany had to send to the Allies 4,500,000 tons of coal, for which she received only one-third to one-half of tho market price. During the same period Germany had had to import 7,000,000 tons ot coal at a cost of 150,000,000 gold marks. Five million tons camo from countries where the exchange was against Germany. Further importations from Britain, and further supplies to France and Belgium, were impossible. The Party leaders conferred with Cabinet regarding the proposals for stabilising tho mark, which they wilf submit to the Reparation Commissior to-morrow. DEMORALISED EXCHANGES.
