The Kowai County 'Roadside Drain Bylaw, 1922, of which the following is the object or purport, namely:— (a) To prevent damage to roadside drains or water-channels by prohibiting persons driving vehicles or animals through or across such drains or water-channels for the purposes of ingress and egress to and from private premises except at bridges, culverts or other approved crossings. , - (b) To provide for applications for and the approval of such bridges, culverts or crossings. (c) To provide for the safety and convenience of the public and the effectiveness of such drains and water-channels by controlling tile erectionf maintenance, repair or removal of such bridges, culverts, or crossings by th« occupiers of the premises to which the said bridges, cnlrerts j>r crossings give access. >- (d) To provide for penalties for bTeach of the by-law.
