The Speaker's ruling that members were not entitled to refer, in Committee of Ways and Means, to the Budget debate, but must confine themselves to the particular vote under discussion, led to a strike by all members of the Nationalist Party. General Hertzog, leader of the Nar tionalists, gave notioe of motion to refer the question to the Standing Orderß Committee, and also to suspend the discussion on the Estimates until the motion had been considered.
