UNREST IN INDIA
EXTREMIST ACTIVITIES.
CALCUTTA MEMORIALS DISFIGURED.
<B~ Cable—Pies! Association —Copy "tM.'i (Australian and X.Z Cable Association.) DELHI, April 17. Tho war memorial at Calcutta unveiled by ttie Prince of "Wales in December has been disfigured by an unknown person. The tablets bearing the names of the Calcutta men who lost their lives during the war, and the sides of the memorial were blackened with charcoal. The "Black" Hole ; ' Memorial erected by Lord Curzon was treated similarly. There are many signs that the activity of the extremists is increasing in the Central Provinces. An extremist congress decided that municipal com-' mittees should control municipal administration, thus transferring authority from the Government institutions to the non-co-operation bodies. The president of the congress, in a speech, outlined a plan for capturing the committees of local boards, district boards municipalities, and even provincial councils, with the object of obstructing all work if their rights were not conceded. He appealed to all to concentrate on a reduction in expenditure as the only solution to remedy the conflict between the governing and the governed.
