Burton, M.H.R., are ineligible to serve on the Foreign Debt Refunding Commission, and holds that their appointments are valid. [The Senate Judiciary Sub-commit-tee decided that Senator R. Smoot and Mr T. E. Burton, M:H.R., were ineligible to sit on the Foreign Debt Refunding Commission, because the law prohibited Congressmen from accepting other Federal offices. J
