Mr H. M. Dougherty, Attorney-Gen-eral, has over-ruled the Senate's contention that Senator R. Smoot and Mr T. B. Burton, M.H.R., are ineligible to serve on the Foreign Debt Refunding Commission, and holds that their appointments are valid. [The Senate Judiciary Sub-commit-tee decided that Senator R. Smoot and Mr T. E. Burton, M:H.R., were ineligible to sit on the Foreign Debt Refunding Commission, because the law prohibited Congressmen from accepting other Federal offices. J
