Roosevelt, AssistantSecretary of the Navy, in a speech at the National Harbours Conference, pleaded for the maintenance of the American Navy at the strength fixed by the five-five-three ratio. H© was of opinion that the personnel should not bo reduced to less than 100,000. He declared that the Navy should be maintained at treaty strength' for the purpose of having a basis of influence in future international conferences on the limitation of armaments. Mr Roosevelt attributed the success of the Disarmament Conference partly to the well-equipped navy maintained by the United States.
