It is understood that tho opinion in Treasury circles is that thore is little .ikelihood of any revenue from German payments for a decade. Thoreforo tho Wiesbaden agreement promises the only channel for tho payment of reparations, the proceeds of which go to France. ' It is believed that if Great Britain does not claim, for the present, her jK-r----centage, it will create n good impression in France and enablo the latter to favourably consider a moratorium or other scheme of relief for Germany. BERLIN, December 3. The Imperial Chancellor has appointed a Commission, including tho President of the Beichsbank and other leading bankers, commercial and industrial men, to examino questions relating to obtaining credits abroad to enable Germany to meet her reparation obligations. (Received December 6th, 8.5 p.m.) PARIS, December o. M. Gustave Horve\ writing in —a "Victoire'' suggests conditions on which Germany should be granted a moratorium, including one whereby 'Britain and the United States should undertake to lend France and Belgium the amount of caslv due from Germany which, those countries cannot do without. Other conditions suggested are the cessation of issues of paper money in Germany; Allied representatives to be appointed controllers of the Beichsbank; Germany within a year to vote new taxation to balance her budget; the moratoryto concern cash payments and not affect th e Wiesbaden Agreement.
