LEGISLATION BY ORDER-IN-COUNCIL.
PROTEST BY DRAPERS* FEDERATION. ■ | (*BMS ABSOOUTIOr TIXWIUII.7 WELLINGTON, December 6. , A letter from the Federation of Drapers, protesting againat the enactment of legislation by Order-in-Council, was discussed by the Chamber of Commerce tfj-day. Tho secretary of the Federation stated that there was a growing tendency on the part of Government officials, and apparently on the part of the Government itself, to gradually abrogate the full Parliamentary control of legislative enactments by the elected representatives of the people, by the increasing use of Orderwn-Council. It was hardly an exaggeration to say that in effect the House to-day was legislating by Order-in-Council. This was a total negation of democratic powers, and would result in the investment of Government Departments with a power that should be the inalienable right of members of the House. The whole system was a deadly one, fostering the worst type of bureaucratic control. I Members of the Chamber supported the letter so far as. a protest against the delegation of powers to Government oifldcrs was concerned. The Chambfer decided to secure further information.
