DISPOSAL OF LAND IN BOROUGHS.
TO THE EDITOR OF "THE PRESS." ■ Sir, —As the provisions in section 335 of the Municipal Corporations Act, 1920, with respect to the sal© or leasa of "any land in a borough" are not generally known, it is desirable that owners " 0 f sucE property should understand that, after the Ist January next, all proposed subdivisions for sale or lease must bo submitted to and approved by the Borough Council 'before any part ol the land is so disposed of, or is advertised or offered for disposition." Sub-section 6is as follows:—"Every person who disposes of any land to winch this section applies, or advertises or offers for disposition any such land otherwise than in aocordanca with a plan of subdivision approved by the Council . . . commits an offence, and is liable on summary oonviotion to a fine of one hundred pounds." The by-laws of Chris tchuroh, New Brighton, and Sumner provide that any residential site must have a frontage of at least 33 feet, with a minimum area of 20 perches. Now,' the law step 3in and makes it a heavily pimishahlo offence to conform to these by-laws without first securing, in each case, the approval of the Council, whether for sale or lease. The owner of a quarter of an acre, therefore, cannot divide it in two and advertise or offer for sale or lease the two lots without such, preliminary approval. The above enactment is a specimen of the .kind of legislation _ imposed by the House of Representatives, which numbers some 80 members drawing salaries of £SOO eaoh.
