The Peking correspondent of the •'Chicago'News" states that the Allied warships in Chinese waters have formed a joint squadron to protect foreign shipping from being tired on by tho guerrilla armies besieging Peking. He declares that China's position is the uors; in her history. ' She is financially in a hopeless state. Judges, police, teachers, and other officials threaten to strike, as they have not boon paid for months. Mutinies in the nrmy a"' l navjp aro also feared. Thirty thousand soldiers surrounded. Peking and threatened violence unless they were paid, and 10.000 more are marching from Jehol for the same purpose. Robbery and brigandage are rampant in nearly every province. No real Government has existed in Peking for months. The officials are unable to exert any authority in the province outside the capital.
