The following extract from a. letter, dated September 18th, 1921 received fmjn Sir Robert Stout, is of particular interest as bearing on the muca-uis-cussed question of university examinations: —"I have been making inquiries about the 'external' examiner, I find no university in Great Britain gives a degree unless the candidate is examined by an external examiner, In Scotland and in the universities, not Oxford and Cambridge, the professor may.also examine; but so particular are the Scottish universities that there is this provision in the Universties' - Ordinance passed by the four Scottish universities, that:—'No person shall be appointed or shall continue to hold office as an additional examiner for a degree in any university who holds office as a professor, lecturer, university _ assistant, or demonstrator in that university.' "I asked one of the officials leave, and I put the same question to leading officials in Oxford and Cambridge, etc.*. whether they knew of a person getting a degree on the report of the teacher alone, and they all said they knew of no such oase. "The universities hero (Aberdeen) are well managed and well housed, and the value of the accumulated funds is £5.000.000. This is a fine, clean, wellbuilt city, and the people are alert and active." ' •
