(press association teleobax.) INVEHCAHGILL, November 2. Sir G. <Jruickshank, S.M., held, in a case under the Animals Protection Act heard to-day relating to_being in illegal possession of opossum skins, that regulation 13 was ultra vires, in that the penalty wa3 unlimited. It was the firsfc instance he had ever seen of an unlimited penalty in a by-law i or statute. The regulation being invalid, it meant that there was no penalty for the offence of being found in possession of skins in a close season. The information was dismissed.
