It iB learned that Japan has informed the United States that she is not yet ready to withdraw her military forces from the northern half of Saghalin Island, which was occupied after tho Nikolaievsk massacre. Japan's intention to retain the troops is based on the claim that the southern half of the island belongs to Japan and the northern half to Russia.. Japan cannot withdraw from the northern half, until there is a Russian Government which will make proper reparation for the massacre of the Japanese subjects at Nikolaier in 1920. Japan's statement was made in reply to an inquiry by Mr C. E. Hughes (Secretary of State).
