The Russian Soviet Government has renewed ita offer to recognise the State loan obligations of the Czariet Govern* ment prior to 1914, provided that th* Powers conclude a definite poaco treaty and recognise the Soviet, which proposes to an immediate conference to discuss all questions connected with a settlement. COPENHAGEN, October 30. The Riga correspondent of "I'olitikeo" states that M. Tchicherin, Soviet Commissioner for Foreign Affairs, has sent a Not® to Great Britain, protesting against British warahipj at Vladivostok landing officers and men belonging to General Wrangel'a old army, and stating that he regarded the action as hostile to Russia, and tbe Far Eastern Republic.
