(Received October 14th, 9.35 p.m.) NEW YORK, October 14. • American shippers have protested to the Federal Shipping Board respeoting Jamaica's preferential treatment of British, Canadian, and other Dominion vessels as ordered by the British Board of Trade, and announce that retaliation is being planned. The Federal shipping officials admit that Britain is within her rights under the 1816 Treaty.
