' It is understood that the German Foreign Office has intimated to the United States Commissioner at Berlin that errors in the Treaty of Versailles made it advantageous to both the United States and Germany to conclude a separate peace, and to.have a working arrangement between the United States and German Governments. * The Foreign Office is also understood to have expressed a hope that the Harding Administration will_ bring about such a situation in America's relations with Europe as to make possible the negotiation by Germany and the Allied lowers of a hew economic adjustment.
