DIPLOMATIC REPRESENTATION. (By Cable—Press Association—Copyright.) ("The Times.") LONDON, February 3. Tho Ottawa correspondent of ''The Times'' states that Imperial reasons may postpone indefinitely the proposal to appoint a Canadian Minister at Washington. Ministerial circles here think that the appointment would be followed by the designation of Australian and New Zealand Ministers, the eventual influence being a weakening of the Imperial ties.
