CITY MAYORALTY.
MB J. A. PBOSTICE'S CANDIDATT7BE WITHDRAWN. Replying to a reporter's question yesterday, Mr J. A. Frostick said that the statement in circulation that he had decided to withdraw his consent to become a candidate for the City Mayoralty was perfectly true. ' "I have placed my decision in the hards of the representative of the deputation which waited on me,'' Mr frostick added. "It is not necessary for me to go into details as to the reasons for doing so, further than to say that I am satisfied (and I say this without any reflection on the City Council as it is at present constituted) that until the Council is composed of men trained in business transactions, freed from political 'bias, there can be no material progress or improvement in city affairs. A mayor of a city under these conditions would be simply a figure-head, and I have no desire to be that. For a good many vears it has appeared to me that the 'work of the Council has been reflected through the Mayor. That ought not to be» The City Council alone k responsible for the administration of civic: affairs, and anything that the rn.iyor may he able to do by way of suggestion"hhouid be done privately to his council, and if, in the judgment of the council, it should be given effect to. then the council ir, tho proper authority to effect reform-! which should come direct from tho council, and not be reflected by the mayor." Mr Frostick, in reply to a firrther question, said that his decision not to atand for the mayoralty was final.
