There is reason to believe, that the State Department and President Wilson are considering whether to proceed to a settlement with Japan by adopting_ the Shidehara-Morriss recommendations or to leave the entire question to the Harding administration. Some officials are sceptical as to the possibility of obtaining approval of tie proposed Treaty by the present Senate on account of tlie. brief space of time left before Congress expires on March 4th.
