AMERICA AND JAPAN.
ESTRANGEMENT POSSIBLE.

Enquiry in responsible Japanese quarters reveals a feeling of apprehension that the American anti-Japanese movements may cause exclusion movements against Japanese elsowhere, especially in the British Dominions. The Japanese contend that the Americans are confusing the present negotiations with general immigration questions, which are not involved. It is further contended that the Americans are blocking Japan's legitimate and necessary expansion in China, and Siberia. Japan must find an "outlet for her population. The feeling is general that war with America is impossible, but an estrangement is possible. Japanese leaders are alarmed over the growth of bad domestic and economic conditions, and the tendency to blame the nation's leaders for their inability to check the allegedIv bad moral situation in Japan.
