British and foreign tobacco interests, with English American, Belgian -and French bankers, are negotiating with Franco for the purcnase of tho tobacco monopoly in Franco for 4G0.GC0.000 dollars. It is "understood that I ranee is considering the sale in order to pay her war debts, including her share m tne AngloFrench bonds, which are due on October Ist.
[The revenue from the tobacco monopoly in France was 517,037 ,OCO francs in rJIY and 502,349,000 francs in 1915.]
