It forgives all who distorted the Papal intention in' war-time, and rescinds the prohibition against Catholic rulers visiting the King of Italy, but emphasises that this must not "be interpreted as a tacit renunciation of the sacrosanct rights of the Holy See; otherwiso the Pontiff will renew his predecessors' protests for the purpeso of safeguarding its rights and dignities.
