$ GENERAL DYER CENSURED. (By Cable—Press Association—Copyright.) (Australian and 2?. Z. Cubic Association.) (Received May 23th. 7.30 p.m.) SIMLA, _ May 26. The report of t'ne which enquired into the Punjab rebellion has been published-. Its publication has been withheld tiil now, owing to the tension existing over the Turkish peace terms. The document contains the majoritj and minority reports. The former states that General Dyer committed a grave error in ordering the troops to fire or the crowd at Amritsar. This is practically the only serious censure in the majority report, which is signed by the European members of the Committee. The minority report, which is signec by the three Indian members, condemn! martial law as a system of terror inflicted on tho people. Tho majority report justifies martin, law, though there was no evidence oi * an organised conspiracy tn overthrow tho British Government. Tho majority members of the Committee consider thai General Dyer honestly believed he wa< doing right in difficult circumstances.
