— ir — A LABOUR MANIFESTO. Imperii! News Service—Presa Association. LONDON, April 20. The executive of the Labour Party has issued a manifesto calling attention to the economic paralysis that is creeping over Europe in consequence of the war, and appealing to the British Government, in order to avoid a world-wide economic breakdown, to press tor the establishment of an international body lepresenting Allied, neutral, and enemy States, which will be charged with the task of reviewing the whole international economic situation, and making proposals for meeting immediate difficulties.
