UNITED STATES' ATTITUDE.

President Wilson's Note to the ATTies on tho Turkish situation has now been published. It declares that the United States is convinced that no franl decision regarding the Straits should be made without the consent of Russia. The United States cannot sanction any settlement that does not grant American citizens and corporations rights in Turkey on an equality with those of other nations that aro parties to the Turkish Treaty. Armenia should he made independent, with access to the sea, and Turkey should relinquish Mesopotamia, Arabia, Palestine, and Syria. The Turk should not be allowed to remain in Europe. Southern-East Thrace should be given to Greece, and Northern-East Thrace to Bulgaria. BULGARIA AND THE TURKS. ATHENS. March 27. Many Turks are seeking refuse at Greek frontier posts in Western Thrace, and are asking permission to enter, in order to escape being recruited for tho Bulgarian army. SYRIA AND CILICIA. ALLIES AMD THE EMIR FEISUL. PARIS, March 27. England and France have notified the Emir Feisul that his proclamation as King of Syria is null and void. PARIS, March 29. The Emir Feisul, in an interview, stated that in view of the constant aspiration of tho Arabian people towards independence, action could no longer be postponed. The proclamation of independence, and the request for the withdrawal of the French troops, were not intended as an ultimatum, but were merely an expression of Syria's wishes. The Emir intends to establish a constitutional Government, and hopes to recoivc France's aid and advice. (Received March 31st 10.15 p.m.) WASHINGTON, March 30. Reports from Cilicia indicate that the situation in Marash is fairly quiet. There are now only spasmodic murders of Armenians occurring. The State Department is also advised that the Lebanon has proclaimed its independence as a protest against tho crowning of the Emir Feisul.
