THE DETENTION OF MB JENKINS. (Br Cablo—Press Association—Copyright.) (Australian and X.Z. Cable Association.) (Received December Ist, 11.10 n.m.) MEXICO CITY, November 27. The Note sent to the United States justifying the imprisonment of Mr JenKins, the Consular Agent, who was ransomed from bandits, concludes: "Jenkins sinned contradictory declarations regarding his kidnapping, and the Mexican Court has enoupji evidence to support a charge of perjury, which tiould justify Jenkins's detention. This, however, is rot meant to say that Jenkins is guiltv. That could nnly be determined after a trial. No Government could make diplomatic representations for one of its citizens except in the case of a miscarriage of jnstico. Neither in the T'rit-d States nor in Mexico could a citizen on trial be relented hv order of the Executive. It would lx> strange if in M:>xico an American citizen enjoyed more rights than in his own country."
